NexBayan is a digital platform built for Philippine local government — the cities, municipalities and barangays that want everyday public services to be easier to request, easier to follow, and easier to manage. This page explains what the platform is, what it is deliberately not, and the principles it is designed around.

The platform

What NexBayan is

NexBayan is a platform built to help Philippine local government units and barangays deliver everyday public services online — built for the cities, municipalities and barangays that run those services, and for the residents and local businesses who use them.

  • Everyday local services, online

    Certificates, clearances, permits-related requirements, record requests and complaints — the transactions residents already come to the office for, set up so they can be started online where the office chooses to offer them.

  • A request a resident can follow

    Each request is designed to carry a reference number and a visible status, so a resident can check where it stands instead of calling the office or dropping by to ask.

  • Structure for the office handling it

    Staff are given one place to receive, review, approve and release requests, with the requirements and the history of each one attached — designed to support consistent handling rather than replace the judgement of the office.

What NexBayan is not

  • Not a municipal website builder

    NexBayan is about transactions, not pages. An LGU that needs a public information site still needs one; this is what sits underneath the services on it.

  • Not a smart-city super app

    There is no attempt here to cover traffic sensors, city-wide dashboards or every function of local government. The scope is everyday public service delivery.

  • Not a replacement for existing government systems

    National systems, accounting and records systems an office already runs stay where they are. NexBayan is designed to sit alongside them, not to take them over.

What still happens in person

Starting a request online is not the same as finishing it. Depending on the service and the office, a resident may still need to visit the counter, have an ID or an original document verified in person, sign something, or pay a fee on site. NexBayan does not promise that every transaction can be completed online, and it is not designed to pretend otherwise.

Which services are offered online, what each one requires, what it costs and how long it takes are decided by each LGU or barangay — not by NexBayan. What the platform is designed to do is make the remaining steps clear, in writing, before a resident makes the trip.

Principles

What we believe

Two ideas decide most of what goes into the product, and most of what stays out of it.

  • Less waiting. Simpler transactions. Better local services.

    Waiting — in a queue, for an update, or for a second trip back to the office — is the part of a local transaction a resident has the least control over. The work is to remove the waiting that does not need to exist, simplify what is genuinely required, and be straightforward about the rest. A service is better when it is easier to complete, not when it has more features.

  • Digitize the process, not just the form.

    Putting a form on a website only moves the queue somewhere else. A transaction is finished when it has been received, reviewed, approved and released — so NexBayan is designed to carry that whole sequence, and to show both the resident and the staff handling it which step it is on.
