An LGU, its barangays, the residents they serve and the businesses in the area do not each need a separate system. NexBayan is designed as one foundation: the same list of services, the same request record and the same status, shown differently depending on who is looking. A barangay is meant to see the queue in front of it; a resident, the request they filed; a city office, the departments it oversees.
Being online does not remove every counter. Some services still need a visit to the office, original or notarized documents, identity verification in person, or payment at the window. Where that is true, NexBayan is designed to say so before a resident makes the trip — not after. Requirements are published by the office concerned, and its own posted requirements prevail.
